WTC DEATH TOLL NOW BELOW 3,900 As investigators continue to verify details of the missing persons list from the Sept. 11 attack on the World Trade Center, the official estimate has now fallen below 3,900, much lower than immediate reports after the terrorist assault. New York Mayor Rudolph Giuliani said Wednesday that the total could decline by hundreds more as errors and duplications are scratched from the list. . . . On Sept. 24, the official estimate put the dead and missing at 6,789. On Wednesday, it stood at 3,899. . . . The Associated Press reports an even lower figure of 2,772, based on its own examinations of official records.
